At the 2025 World Artificial Intelligence Conference (WAIC) in Shanghai, Chinese Premier Li Qiang unveiled a bold proposal: the creation of a global AI cooperation organization, potentially headquartered in Shanghai. The announcement, made on July 26, 2025, signals China’s strategic intent to assume a leadership role in shaping the future of artificial intelligence (AI) governance—at a time of escalating technological rivalry with the United States.

This proposal lands at a pivotal moment in the global AI race, as countries increasingly compete not only in technological innovation but also in defining the rules, standards, and ethics of AI deployment.


A Call for Global Collaboration

In his keynote address, Premier Li emphasized the urgency of forging a multilateral framework for AI governance. Without coordinated international efforts, he warned, AI risks becoming an “exclusive game” dominated by a handful of powerful countries and tech giants. This was an implicit critique of the United States, which has recently tightened export controls on advanced AI chips and semiconductor tools to curb China’s progress.

Li contended that these bottlenecks—such as restricted chip access and barriers to global talent exchange—are stifling innovation, particularly in developing economies. In response, China has released a comprehensive 13-point action plan through its Ministry of Foreign Affairs. This plan calls for:

  • Establishing two new AI dialogue mechanisms under the United Nations;

  • Expanding open-source AI development;

  • Sharing foundational technologies, including semiconductors;

  • Enhancing cooperation with countries in the Global South.

Premier Li affirmed China’s readiness to offer “Chinese solutions” and “Chinese wisdom” to the international community—positioning AI not as a tool of power projection, but as a driver of inclusive global development.


Why This Proposal Matters

China’s proposal comes just days after the U.S. unveiled its own AI roadmap, centered on deregulation, market liberalization, and expanded exports to allied nations. The contrast between the two visions is stark:

  • The U.S. model champions private-sector innovation, commercial competitiveness, and minimal regulation;

  • The Chinese model advocates for state-guided multilateralism, equitable access, and technology-sharing with the developing world.

This ideological divergence reflects deeper global tensions: Who gets to write the rules of AI? And whose values will shape the digital infrastructure of the future?

China’s emphasis on open-source platforms and knowledge transfer is not merely altruistic—it’s also strategic. By aligning itself with the Global South, Beijing casts itself as an alternative to Western-centric governance models. Its growing partnerships with nations often excluded from AI rule-making forums reinforce this positioning. At WAIC, representatives from over 30 countries—including Russia, South Africa, Qatar, and South Korea—joined the AI roundtable, indicating China’s desire to assemble a broad-based coalition.


The Bigger Picture: China’s Growing AI Clout

Despite U.S. sanctions and technology export restrictions, China has made significant strides in developing homegrown AI capabilities. At WAIC 2025, companies like Huawei, Baidu, and Alibaba showcased cutting-edge models and infrastructure, including:

  • DeepSeek, China’s most advanced large language model (LLM), positioned as a rival to OpenAI’s GPT-4 and Google’s Gemini;

  • Over 40 LLMs and 60 intelligent robots, spanning sectors from manufacturing to elder care;

  • A showcase of 3,000 AI products, underscoring the depth of China’s innovation ecosystem.

The event drew over 1,000 senior officials, industry leaders, and scholars, reinforcing China’s ambition to serve as a central hub for AI dialogue, development, and diplomacy.

Yet challenges remain. Premier Li acknowledged the global AI governance landscape is “fragmented,” with clashing regulatory frameworks, siloed innovation ecosystems, and mounting geopolitical mistrust. The proposed Shanghai-based organization aims to address these challenges by:

  • Promoting interoperability in regulation;

  • Facilitating knowledge-sharing across borders;

  • Supporting open-source communities that reduce dependence on proprietary Western systems.


A Balancing Act: Opportunity or Power Play?

While China’s proposal appeals to many in the Global South, skepticism lingers—particularly among Western observers. Some fear the move is part of a broader attempt by Beijing to reshape global institutions in its image, echoing concerns seen with China’s expanding roles in the UN, WHO, and Belt and Road Initiative.

Posts on X (formerly Twitter) reflect this divide. Critics warn of China “infiltrating and exploiting” multilateral frameworks to assert digital dominance. Others, however, welcome the initiative as a long-overdue step toward de-Westernizing AI governance and giving emerging nations a seat at the table.

China’s official line emphasizes safety, pragmatism, and inclusivity. Premier Li stressed that the proposed organization would complement, not replace, existing frameworks—operating under the auspices of the United Nations to promote shared standards and responsible AI innovation. The plan builds on China’s earlier 2023 Global AI Governance Initiative and 2024 AI Capacity-Building Action Plan, both of which advocate for ethical, inclusive, and secure AI systems.


Looking Ahead: Toward a Multipolar AI Future?

China’s WAIC proposal marks a watershed moment in the global race to define AI’s future. By pushing for multilateral governance, open-source collaboration, and technology transfer, China is challenging the U.S.-centric model and offering an alternative narrative of AI as a global public good.

Whether the proposed AI cooperation body materializes—and how much influence it wields—will depend on China’s ability to build consensus across geopolitical lines. The initiative must prove that it can be both inclusive and effective, transparent yet innovative, and cooperative without becoming a vessel for national self-interest.

As the world’s two largest economies continue their high-stakes tech rivalry, one thing is clear: the future of AI cannot be entrusted to a single nation or ideology. It requires collective stewardship. China’s proposal has opened a new chapter in that story—one that could either redefine global AI governance or deepen the digital divide.
